Why Is Jerry Dyer Protected?
The Moralez family contends that institutional protection and corruption have prevented a legitimate investigation independent of Fresno Police, the Fresno County Sheriff’s Office and the public officials implicated by the allegations. The central question remains: why has there still been no truly independent investigation into the death of Jose Moralez?

The family has kept these allegations public for years because it contends that the evidence was never subjected to the independent scrutiny required when the allegations themselves implicate senior law-enforcement actors and the agency that investigated the death.
ChiefDyer.com has submitted allegations, records and evidence summaries to governmental authorities. To the site’s knowledge, no state or federal authority has issued a public finding declaring ChiefDyer.com or those submissions fabricated or false, and no defamation action by Jerry Dyer against the website has been located. More than two decades after Jose’s death, the core allegations still have not been tested in a genuinely independent homicide investigation.
The 2006 federal civil case also did not adjudicate whether Dyer or anyone else caused Jose Moralez’s death. The action ended after no amended complaint was filed following leave to amend, and the later Rule 41(b) dismissal closed the case without a factual adjudication of the homicide allegation.
Who can investigate independently?
A renewed review should be conducted by investigators and forensic experts outside the agencies and chains of command materially implicated by the allegations.
Publish the source material
Missing or withheld records should be identified precisely, produced where lawfully disclosable, and compared with the records already released.
Demand findings, not silence

The family has repeatedly demanded the records needed to identify the person who reported the body, reconstruct how the call moved through CHP and local dispatch, and establish what happened to relevant telephone records.
Caller information remains redacted
The FCSO call-for-service release identifies the source as “CHP TRANS” and redacts the caller name and phone number. That record should be read together with the original CHP/911 audio, transfer data, CAD history and subscriber information.
Disconnected-number allegation
Tommy Sevilla’s April 25, 2025 complaint to federal and local authorities alleges that the reporting caller’s cell number was disconnected immediately after the report and that attempts to obtain the associated phone records were stonewalled.
Jose Moralez phone records
The same complaint alleges that Jose Moralez’s own phone records were withheld from public access. Those records are potentially important to reconstructing his final hours, contacts and chronology.
Produce the complete record
The family seeks the caller identity, CHP and 911 recordings, CAD logs, carrier/subscriber records, call-detail records, location information, follow-up interview material and any filings or orders relied upon to withhold telephone records.

Moralez, including the Moralez family’s homicide and cover-up allegations, the Fresno County Sheriff records, the forensic evidence, the crime-scene chronology and any conduct by public officials or agencies materially implicated by the evidence.
The review should be conducted by investigators and forensic experts independent of Fresno Police, the Fresno County Sheriff’s Office and any individual whose conduct is at issue. The public should receive a documented explanation of the evidence reviewed, the findings reached and any records that remain unavailable.
